Civil and Constructibility Review

Pakpour Consulting Group provides civil and constructibility review services for a wide range of activities, including managing and reviewing multiple land development subdivision and building permit applications from initial planning entitlement through improvement plan and final map approval, construction, and final sign-off. We work collaboratively with agency staff and other City departments, such as Planning, Building, and Fire, during the review process, maintaining open avenues of communication to facilitate project completion. We will hit the ground running having completed numerous development review projects for cities throughout the Bay Area. Our staff uses Bluebeam, Accela, Microsoft Access, and other applicable plan check softwares. Our work stations are built for electronic plan review including large monitors and a stylus for ease of design.  Our staff regularly attends training on the Subdivision Map Act, RWQCB Municipal Regional Permit, low impact development, source control, design of storm water treatment measures and sizing calculations, hydromodification standards and the use of BAHM software to both design and review detention and metering devices, and C.10 trash capture requirements and the latest pavement design, such as warm mix asphalt application.

As-needed Civil Plan Review

City of Dublin | Dublin, CA

Situation: Experiencing rapid growth, the City of Dublin needed assistance in providing responsible and timely oversight for development projects. The City required comprehensive constructability and civil plan review services of their public and private improvement designs for conformance to local standards and specifications.

Services Overview: Since 2010, Pakpour Consulting Group (PCG) has served as on-call engineers for the City of Dublin. Services include review of geotechnical investigation reports, improvement plans, traffic signal plans, lighting and signal interconnect plans, joint trench plans, off-site improvement plans, grading plans, and parcel and final map plans. Working as an extension of City staff, PCG adheres to in-house procedures and established project schedules and milestones with an emphasis on enhancing each project’s outcome. PCG also works closely with the City on the review of stormwater treatment calculations for compliance with provision C.3 of the countywide municipal stormwater NPDES Permit for Post-Construction Stormwater Controls and Hydromodification Management (HM) Controls. PCG holds meetings with the developers and their consultants to discuss review comments and to ensure all comments and City concerns are addressed.

  • Boulevard Development: 189-acre project consisting of residential units, parks, open space, and an elementary school.

  • Heritage Park: 6.6-acre project to demolish the existing “Heritage Park” office complex and construct 54 new single-family homes and a new two-story, 14,000 sf office building.

City of Newark | Newark, CA

Situation: The City of Newark has seen an increase of development activities in the recent years. To provide timely reviews of development applications, the City saw a need to augment its existing engineering staff with on-call plan review engineers. The City required comprehensive constructability and civil plan review services for conformance to local standards and specifications

Services Overview: Since 2019, Pakpour Consulting Group (PCG) has served as on-call engineers for the City of Newark. Services include reviews of geotechnical investigation reports, improvement plans, joint trench plans, off-site improvement plans, grading plans, and parcel and final map plans.   • Sancerre Village Subdivision: Development of six single-family homes in an existing Precise Plan District and landscaping of Scenic Route along Alhambra Avenue. 

  • Carmax Auto Dealership: A new dealership and related facilities including service facilities, auto display area, new landscaping, and parking lot.

Various Special Districts | Northern California

Situation: Special districts work diligently to provide high quality services and improvements while staying within their annual budgets. By hiring on-call district engineers, districts are able to reap the benefits of a highly-experienced engineer while only paying for required services.

PCG maintains each Districts’ distribution hydraulic model in WaterCAD® and develops engineering drawings, standard plans, and specifications. PCG works closely with each General Manager and their staff to develop recommendations on all components of the Districts’ distribution systems. Hydraulic modeling ensures proposed improvements will provide adequate fire flows and increase the reliability of the system. Additionally, PCG prepares conditions of approval, reviews geotechnical investigation reports, conducts improvement plan reviews and off-site improvement plan reviews, and reviews for project conformance with conditions of approval. PCG also conducts final inspection of public improvements for compliance with each District’s specifications as well as reviews and sets engineering requirements for major and minor subdivisions. PCG staff works closely with each District on the review of stormwater treatment calculations for compliance with provision C.3 of the countywide Municipal Stormwater NPDES Permit for Post-Construction Stormwater Controls and Hydromodification Management (HM) Controls in the County.
