Civil Plan Review Engineer

The Position

Pakpour Consulting Group is seeking a Civil Plan Review Engineer (Associate Principal / Senior Engineer) to serve as a lead technical reviewer for private land-development and public-infrastructure plans submitted by developers and consulting engineers for approval by PCG’s municipal and special-district clients. The position will independently manage reviews from entitlement through construction and closeout, exercise sound professional engineering judgment, and coordinate with public-agency staff, applicants, design professionals, contractors, surveyors, and other stakeholders. Depending on experience, the position may be filled at the Senior Engineer or Associate Principal level and may include client management, quality control, mentoring, and leadership responsibilities.

Location and Work Schedule

Full-time, Pleasanton, CA (In Person), with local travel throughout the San Francisco Bay Area for site visits, project meetings, and as-needed assignments at public-agency offices.

Key Responsibilities and Essential Duties:

Land Development and Civil Plan Review

• Perform plan review duties related to private land development from project entitlement phase through completion of the construction phase on behalf of public agency clients.

• Review and process civil plans for land development projects to ensure compliance with established agreements/contracts, local codes, standard specifications, and other applicable requirements.

• Review grading & drainage plans and geotechnical reports.

• Review plans for accessibility and National Flood Insurance Program standards, as well as other applicable local, state, and federal requirements.

• Review street and frontage improvements; water, recycled-water, sanitary-sewer, and storm-drain systems; joint-trench, streetlight, signing and striping, traffic-control, and erosion-control plans; and other onsite and offsite public improvements.

• Review supporting technical studies and calculations, including hydrology and hydraulics, drainage, sewer, utility-capacity, fire-flow, stormwater-quality, low-impact-development, and construction stormwater documents.

• Develop conditions of approvals for various development project entitlement applications.

• Evaluate proposed improvements for design accuracy, constructability, maintainability, operability, public safety, and compatibility with existing infrastructure.

• Prepare clear, concise, technically defensible, and consolidated review comments using Bluebeam Revu and written correspondence; identify applicable requirements and practical paths toward resolution.

• Review design revisions, requests for information, field changes, and other construction-phase issues, and support projects through final acceptance and closeout.

 Subdivision and Map Review Support

• Review and process plans for subdivisions, lot line adjustments, lot mergers, and certificate of compliance.

• Review and interpret easements and related right of way records.

• Review and coordinate easements, dedications, rights-of-way, legal descriptions, subdivision agreements, improvement securities, and related documents for consistency with approved plans and conditions of approval.

• Apply working knowledge of the California Subdivision Map Act, local subdivision ordinances, agency standards, and entitlement requirements.

• Coordinate boundary, closure, legal-description, surveyor-certification, and other cadastral matters with a California-licensed Land Surveyor or other legally authorized professional, as required.

Agency Coordination and Client Service

• Coordinate civil plan reviews and revisions with developers, designers of record, contractors and public agencies.

• Serve as an extension of public-agency staff and, when assigned, as a primary engineering representative for the client; exercise professional judgment consistent with agency policies, standards, and delegated authority.

• Coordinate consolidated review comments with Planning, Building, Fire, Public Works, utilities, outside agencies, and other reviewing departments.

• Meet with applicants, developers, engineers, architects, contractors, agency staff, and other stakeholders to explain comments, resolve technical issues, and advance projects toward approval.

• Prepare technical memoranda, meeting materials, staff-report support, project-status updates, and other client communications as assigned.

Project Management, Quality Control, and Leadership

• Manage multiple concurrent development applications, review cycles, resubmittals, deadlines, budgets, and agency turnaround commitments.

• Maintain review logs, comment matrices, outstanding-issue lists, and project records; proactively identify schedule, scope, coordination, and technical risks.

• Provide regular status updates to agency clients and PCG leadership, including review progress, unresolved issues, anticipated decisions, and upcoming milestones.

• Perform quality-control reviews of work completed by other engineers and technical staff, and provide coaching and mentoring appropriate to the position level.

• Assist with the development and improvement of agency standards, plan-review checklists, procedures, templates, and electronic review workflows.

• For Associate Principal-level assignments, support client relationships, staffing, proposals, budgets, business development, and the growth of PCG’s land-development and plan-review practice.

 Technical Tools and Field Assignments

• Develop and revise maps and civil plans using AutoCAD Civil 3D and basic understanding of ArcView GIS system.

• Use Bluebeam Revu, Microsoft 365, SharePoint/OneDrive, electronic permitting or plan-review platforms such as TrakIt, EnerGov, Accela, and other agency systems necessary to complete and track assignments.

• Travel locally in the Bay Area region for project site inspection, project meetings with public agency clients and as-needed assignments at public agency office.

Minimum Qualifications

• Bachelor’s degree in civil engineering or closely related field from an accredited college or university

• Five or more years of progressively responsible experience performing civil plan review, land development design, municipal engineering, or public infrastructure design or review; candidates considered at the Senior Engineer level will typically have five to nine years of relevant experience.

• Registration as a Professional Engineer in the State of California.

• Working knowledge of grading, drainage, streets, public utilities, stormwater management, land-development entitlements, and construction-phase engineering support.

• Ability to interpret engineering plans, specifications, technical studies, maps, easements, conditions of approval, agreements, codes, standards, and regulatory requirements.

• Ability to independently organize assignments, manage multiple priorities, meet deadlines, and follow technical and coordination issues through resolution.

• Strong written, verbal, interpersonal, and customer-service skills, including the ability to communicate requirements and alternatives clearly and professionally.

• Proficiency with Bluebeam Revu and Microsoft 365 applications.

• Possession of a valid Class C California driver’s license

• Be a team player in a small office environment

Preferred Qualifications

• Ten or more years of relevant land-development, municipal engineering, or civil plan-review experience for candidates considered at the Associate Principal level.

• Experience working for a California public agency or serving as an extension of municipal or special-district staff.

• Experience reviewing tentative maps, parcel maps, final maps, lot line adjustments, easements, dedications, legal descriptions, and related subdivision documents.

• Knowledge of the California Subdivision Map Act, entitlement procedures, CEQA-related conditions and mitigation measures, public-agency permitting, and development agreements.

• Familiarity with Bay Area stormwater requirements, low-impact-development standards, accessibility requirements, and floodplain-management requirements.

• Experience with AutoCAD Civil 3D, ArcGIS, Accela, or comparable design, mapping, permitting, and plan-review platforms.

• Demonstrated experience leading complex reviews, performing quality control, supervising or mentoring staff, managing budgets and schedules, and maintaining client relationships.

• Experience coordinating technical map review with California-licensed land surveyors.

 Salary Range and Paid Time off

We offer competitive salary ranges, based on experience and qualifications, as shown below:

Senior Engineer: $159,000 to $179,000 annually.

Associate Principal: $181,000 to $208,000 annually.

 In addition, you would start with 138 hours of Paid Time Off (PTO) each year, accrued per hour worked.  The annual accrual rate increases with each year of employment with PCG.
