Marina Area Storm Drain Project

Situation: During the construction of a new residential development in an area already prone to frequent flooding, it came to the City of Benicia’s attention the existing 66-inch storm drain system on East Second Street was extensively deteriorated. The City’s hydrologist selected an alternative that required the replacement of the existing storm drain system with a dry weather pump station. The pump station would divert dry weather flows to a discharge point on East Second Street and wet weather flows would be discharged into the marina through semi-submerged, dual 48-inch outfall pipes. Special Challenges: The project presented several major obstacles including an accelerated schedule, outfall structure aesthetics, and a vocal group of stakeholders. Pakpour Consulting Group (PCG) assembled a seven-member subconsultant team including a landscape architect, structural engineer, mechanical engineer, and electrical engineer. The landscape architect’s design featured a combination of rock rip-rap and artificial rocks to create shadows thereby “hiding” the outfall structure while providing the added bonus of lower construction material costs. The various subconsultants worked concurrently on the design to meet the project’s aggressive schedule. PCG also provided extensive coordination with the project stakeholders, including monthly public meetings throughout design and construction, to ensure no aspects of the project were visible once construction was complete.

Services Overview: PCG has served as the City of Benicia’s on-call engineers since 2004 completing a vast variety of projects including locally- and federally-funded transportation projects; storm drainage, water main and sewer main replacement projects; staff augmentation; and construction management services. For the Marina Area Storm Drain Project, PCG prepared plans, specifications and cost estimates and provided utilities research, geotechnical investigation, topographic survey, and extensive stakeholder coordination as well as bid assistance and construction support.
