Water System Master Plan - Snowshoe Springs Homeowners Association, CA

Snowshoe Springs is a picturesque community located in central Calaveras County consisting of nearly 300 vacation homes, the majority of which are small 800 square foot A-frame structures. In the past few years, the community has started a transformation with some of the small homes being torn down for larger 3,000 plus square foot homes. This trend appears to be accelerating. Constructed in the late 1950s, through early 1960s, the majority of the existing water distribution system consists of 2 and 3-inch water mains which currently cannot provide adequate flows and pressures for fire protection. The lack of fire protection along with the construction of larger homes prompted the Snowshoe Springs Homeowners Association (SSHA) to contract Pakpour Consulting Group to develop a Water System Master Plan to identify improvements needed to meet current regulatory standards.

As with any Water System Master Plan completed by Pakpour Consulting Group, the staff immersed itself within the community to gain a better understanding of the needs and demands of the client. Pakpour Consultant Group spent a great deal of time meeting with the SSHA Board, residents and touring the area to recognize the needs of the community. For many older water districts, maps and plans for existing facilities are hard to come by. As a first task, Pakpour Consulting Group toured and inventoried the existing facilities and generated an AutoCAD map of the existing distribution system. The SSHA Board provided copies of all financial and billing records which Pakpour Consulting Group used to develop system demands throughout the service area. Pakpour Consulting Group also met with local regulatory agencies such as Ebbetts Pass Fire District and Calaveras County Water District to review their requirements. From the gathered data, Pakpour Consulting Group developed a hydraulic model of the proposed system using WaterCAD® to analyze proposed improvements to the storage and distribution throughout the system.

Using the hydraulic model, Pakpour Consulting Group developed a proposed system design to meet the design requirements of the National Fire Protection Agency, State of California Title 22, and the local fire and water districts. Using AutoCAD, Pakpour Consulting Group developed a proposed water and storage distribution system map of this design. The Water System Master Plan provided alternatives addressing storage, distribution, fire protection, and maintenance. Pakpour Consulting Group prioritized system improvements according to design standards and specifications, hydraulic modeling, cost, and constructability considerations. An engineer’s estimate along with construction phasing and project financing options were presented in the final report. Pakpour Consulting Group presented the Water System Master Plan at the SSHA’s annual meeting.
