Capital Improvement Program Development - Westborough Water District, CA

The Westborough Water District (District), located in the hills of South San Francisco provides both water and sewer service to approximately 4,000 residences and businesses. The District receives its entire water supply from the San Francisco Public Utilities Commission through a single 14-inch turnout located along Westborough Boulevard. The water distribution system consists of three (3) pressure zones which include four (4) storage tanks, two (2) pumping stations, and 24 miles of water main. In addition, the District has two interties with the North Coast County Water District and another connection with the City of Daly City for emergencies. The District also owns the sanitary sewer system within the District boundary which is maintained by the North San Mateo County Sanitation District (City of Daly City) through an agreement. The system consists of three (3) pump stations and 20 miles of sanitary sewer main.
The District contracted Pakpour Consulting Group to assist in developing their 5-year capital improvement program (CIP) for both their water and sewer systems. Pakpour Consulting Group coordinated with the District and conducted several site visits to develop the various projects that would eventually make up the CIP. Each project included background information, proposed improvements, project benefits, project budgets, as well as an expenditure schedule of when funds would be available. We also made several presentations to the District Board through the CIP development and assisted in its adoption and implementation.
Projects included improvements to the water and sewer pump stations, cathodic protection and painting for the water tanks, various valve replacements throughout the District, updating the District water and sewer maps, conducting a District wide sewer line inspection, installation of water sampling stations, as well as improvements to the District's field and office equipment, storage facilities, and the main office.
