For over 20 years, bicyclists and pedestrians in the City of Benicia crossed a narrow and dangerous bridge on Rose Drive over Interstate 780 to access the scenic Benicia State Recreation Area. In the summer of 2002, the City of Benicia received Transportation Development Act (TDA), Article III funding to perform a preliminary engineering analysis to widen Rose Drive and its approaches in this location.

The City of Benicia selected Pakpour Consulting Group, in conjunction with Quincy Engineering, to provide preliminary and final design services for this project. The design team worked closely with multiple stakeholders including State Park Officials, California Department of Transportation, the Bicycle Coalition, and residents in the area to prepare a conceptual design that would be functional, safe and aesthetically pleasing to the community. The preliminary design report, submitted to Caltrans for approval, detailed the scope of the project including the addition of a Caltrans Class I Bicycle Path along the westerly span and approaches of the Rose Drive over-crossing on I-780.

After Caltrans approved the preliminary design report, Pakpour Consulting Group prepared the final plans, specifications and cost estimate for a 16-foot wide bicycle and pedestrian bridge and a 12-foot wide bicycle path adjacent to the existing edge of pavement, and a concrete barrier which separates the bicycle path from the traffic lane. Upon completion, the new bicycle-pedestrian path will provide safe access to and from the Benicia State Recreation Area from the residential areas to the north as part of the City’s bike path system. This project won the American Public Works Association Project of the Year Award.
