Park Road Improvement Project - City of Benicia, CA

Pakpour Consulting Group provided complete project management and design services for this multi-phased roadway widening project. The Park Road Improvement Project was the largest roadway capital improvement project the City of Benicia had undertaken in the past 20 years. A portion of the Phase 1 and Phase 2 projects were federally funded requiring environmental and cultural resource investigations. With the assistance of specialty environmental and cultural recourses subconsultants, the design team fulfilled all the requirements needed to secure the funding for the project. One of the biggest challenges facing the design team involved containing all improvements within the existing public right-of-way. To achieve this goal, Pakpour Consulting Group developed innovative design techniques in the final design such as multi-tiered retaining walls.

Phase 1 improvements included 0.7 miles of roadway widening and shoulder improvements within the existing City right-of-way in order to facilitate a future Class II bike lane. Work involved coordination of pavement coring samples to establish pavement dig out repair and AC overlay thickness recommendations for City approval, drainage improvements, 300 linear feet of stitch piers in order to stabilize roadway creep, safety improvements, and construction inspection services.

Phase 2 improvements included coordination with the Caltrans Benicia-Martinez Bridge Project, coordination of a Caltrans encroachment permit, additional widening and softening of the existing s-curve limits between Jefferson Court and Valero driveway entrance, new Class II bike lanes on both sides of the roadway, drainage improvements from the intersection of Adams Street to Oak Road (under new I-780 fly-over). Portions of Park Road were widened as much as 10 feet to accommodate the new Class II bike lanes from Adams Street to I-780.

The Phase 3 improvements was the final stage in connecting local pedestrian and bicycle facilities with the recently completed regional Class I bicycle path as part of the Benicia-Martinez Bridge improvements form Jefferson Court to Oak Road (under new I-780 fly-over). Work included installation of a 6’ sidewalk the entire length of Park Road, retaining walls, drainage improvements and disabled access ramps at all intersections.
