Westborough Water District - South San Francisco, CA

westborough_water_districtThe Westborough Water District (W.W.D.), formerly known as the Callan Park County Water District was incorporated as a county water district in 1961.

The W.W.D. is a Special District. What is a Special District? A Special District is a form of local government created by the Westborough community to meet a specific need. Special Districts have four basic characteristics:

  • A form of government
  • Governed by a board
  • Provides services and facilities
  • Has defined boundaries.

The W.W.D has approximately 4,000 residential, commercial and irrigation service connections. Since the first operation, the W.W.D has purchased 100 percent of its water supply from the City and County of San Francisco Water Department. The W.W.D service area covers approximately 1 square mile and serves approximately 12,000 customers. The W.W.D has inter-ties connections with the North Coast County Water District (Pacifica) and the City of Daly City for emergency water service. The W.W.D is governed by an elected 5 member board. Board members are required to be residents of the W.W.D and registered voters. The W.W.D has over 24 miles of water lines, uses an average daily consumption of 1 million gallons a day and has 3 steel water storage tanks. The W.W.D has a total of 6.3 million gallons of water storage. All of the W.W.D.'s water comes from the Hetch Hetchy and local reservoirs. Also, the W.W.D owns the sanitary sewer system. Under an agreement, the sewer system is maintained by the North San Mateo County Sanitation District (City of Daly City). The W.W.D has an emergency stockpile of pipe, fittings and materials to perform repairs to the water system. In addition, the W.W.D is able to perform most emergency repairs using W.W.D staff without the delay of using outside contractors. The W.W.D is located at 2263 Westborough Boulevard, South San Francisco, California 94080.

Pakpour Consulting Group maintains the District’s distribution hydraulic model in WaterCAD®, develops engineering drawings, standard plans and specifications. Mr. Pakpour works closely with each General Manager and their staff in providing recommendations on all components of the District’s distribution system. Hydraulic modeling ensures proposed improvements will provide adequate fire flows and increase the reliability of the system. Once projects are identified, Pakpour Consulting Group prepares plans, specifications, cost estimates and assists the Districts during the bidding and construction phases. A sampling of projects includes new pump stations, replacement of deteriorating water mains and new storage facilities. Pakpour Consulting Group also reviews subdivision and residential developments for conformance to the recommendations presented in the hydraulic modeling. Mr. Pakpour also serves as a resource to the General Manager and Board Members and meets on a regular basis with developers working within the District to inform them of new District standards and status of plan reviews.
