Over the past three decades the City of Walnut Creek, with its thriving retail establishments and lively night life, has become the heart of the East Bay. Nowhere is this more apparent than in the downtown corridor on North Main Street. Unfortunately North Main Street, which links the downtown to major freeways, had long suffered from poor drainage and aesthetics. After years of planning, in 2003 the City of Walnut Creek adopted the “North Main Street / Ygnacio Valley Road Specific Plan”, in which a major component involved reconstruction of North Main Street from Civic Drive to Ygnacio Valley Road. This corridor is adjacent to the Target retail store and several car dealerships, including the number two retail Volkswagen dealership in the entire United States and is also located across from City Hall. A significant percentage of the City of Walnut Creek’s sales tax revenue is generated in the construction zone, making stakeholder coordination a major factor for this project.
Pakpour Consulting Group provided complete construction management services for this $2.4 million project. The project was completed in nine stages from May 2004 to February 2005. Work included reduction of the pavement width and street crown elevation, reconstruction of the street sections, installation of new curb and gutter, construction of new sidewalks, construction of a new landscaped center median, traffic signal improvements along the site, and storm drain improvements. These improvements were completed while maintaining pedestrian and vehicular traffic flow and access to all businesses during construction. To facilitate coordination with all the stakeholders, Pakpour Consulting Group led weekly construction coordination meetings, including the general contractor, all subconsultants, City staff, and representatives from the retail business. These meetings were critical in coordinating the staged construction and keeping the various stakeholders aware of project progress.
